IMPORTANT DATES TO REMEMBER

INTRODUCTION

1. This information bulletin relates to the conduct of Post Graduate training primarily for the doctors of the Central Armed Police Forces (CAPFs) so as to fulfill the specialist requirements. Surplus seats, if any, are offered to sponsored candidates of Friendly Foreign Countries, other Government of India organizations, ex-servicemen (Ex-SSC AMC Officers), and civilian doctors. The doctors who get admission in post graduate courses at any CAPFs institution shall be liable to serve for a period of 05 years in CAPFs.

AIM & OBJECTIVES

2. The courses are being conducted to fulfill the following requirements:

• To meet the requirements of specialist cadre vacancies by training serving Central Armed Police Forces (CAPFs) officers.
• To meet the training requirements of foreign students sponsored by the Government of India.
• To offer PG courses to Medical Officers sponsored by AFMS / other State or Central Government of India organizations.
• To maintain a reserve pool of specialist officers by offering PG courses to Ex-CAPFs officers who are on the reserve lists of CAPFs.
• To maintain a pool of Specialist Medical Officers by selecting and training doctors who will have to execute a bond to serve in CAPFs for a period of 05 years as Combatised Specialist Officers on successful completion of the post graduate course.

GENERAL INSTRUCTIONS, TERMS AND CONDITIONS

3. Candidates may kindly note that appearance in NEET-PG does not confer any automatic rights to secure a Post Graduate Degree/Diploma seat in CAPFs institutions. Candidates who have registered for CAPFs PG counseling on the DGHS/MCC website only will be considered for PG seats at CAPFs institutions through CAPFs counseling subject to fulfillment of admission criteria, eligibility, medical fitness, and other conditions prescribed by the respective universities, CAPFs institutions, National Medical Council (NMC), and State/Central Government.
4. Candidates producing false or fabricated information shall not be considered for admission in CAPFs institutions.
5. Candidates should go through the Information Bulletin carefully before contacting the CAPFs for any queries. Queries pertaining to eligibility and other issues shall only be entertained if the information requested is not already available in the bulletin.
6. Instructions in the Information Bulletin are liable to change based on decisions taken by the CAPFs / NBE / NMC / MoHFW from time to time. The candidate will have to fulfill all criteria stipulated at the time of admission.
7. CAPFs reserves the right to withdraw permission to participate in CAPFs counseling, if any, granted inadvertently to any candidate who is not eligible to appear in the CAPFs counseling.
8. Candidates' eligibility is purely provisional and is subject to fulfillment of eligibility criteria as prescribed in this Information Bulletin.
9. The existing schedule, pattern, policy, and guidelines are for ready reference only for admission for the year 2025.
10. In case of any ambiguity in interpretation of any of the instructions / terms / rules / criteria regarding determination of eligibility of candidates, conduct of CAPFs counseling, or information contained herein, the interpretation of the CAPFs shall be final and binding.
11. All correspondence should preferably be addressed by e-mail. E-mail queries shall be entertained only if they contain the NEET-PG Roll Number and contact telephone number of the sender. E-mails containing vague or general queries already addressed in the Information Bulletin shall not be entertained. Queries from representatives, associates, or officiates of the applicant candidate shall not be entertained.
12. Candidates are advised to visit the official websites https://www.itbpolice.nic.in and www.mcc.nic.in regularly for information and notices pertaining to admission to PG courses at CAPFs institutions for the year 2025.
13. Candidates may note that by registering for CAPFs PG counseling on the DGHS/MCC website, the candidate is deemed to have read, agreed, and accepted all the terms and conditions contained in the Information Bulletin of CAPFs for admission to PG courses for the year 2025.

NUMBER OF SEATS

14. Tentative number of seats available in each specialty for the year 2025 session will be uploaded before the commencement of counseling. After fulfilling the CAPFs requirements, remaining seats, if any, will be made available to Priority II (Sponsored candidates from Friendly Foreign Countries), Priority III (State & other Government of India Organizations sponsored candidates), Priority IV (Ex-SSC AMC Officers), and Priority V (Civilian doctors) in that order.
    
    The number of seats available in CAPFs institutions in a particular year may not tally with the seats depicted on the NMC or MCC websites and shall be governed by the availability of recognized faculty and infrastructure/resources, after approval of the Office of DGCAPFs. It is also likely that no seat may be available for some of the priority categories.
15. The exact number of seats available, along with their recognition/permitted status by NBEMS/NMC in CAPFs institutions for the 2025 session, with subject-wise break-up, shall be displayed on the CAPFs website before commencement of counseling for the respective priority.
    
    Stipend, fee structure, course duration, and course contents may vary from State to State and from Institution to Institution. Candidates are advised to carefully examine these aspects during counseling before opting for a seat at CAPFs institutions. Candidates are also advised to visit the CAPFs website regularly for updates.

PRIORITY / CATEGORY FOR ADMISSION

16. Admissions for postgraduate studies are strictly governed by Government of India, Ministry of Home Affairs Policy Guidelines F.No.I-45024/2/2011-Pers.II (Police Division-II) dated 29.02.2012 and amendments thereof. The admission and training are controlled by the Office of the ADG (MED) / DG CAPFs in accordance with prevailing rules.
    
    The priority for admission of candidates is as follows:

• Priority–I: CAPFs serving officers granted permission to undergo PG courses / other courses (now Advanced Specialist Course) as per guidelines of NMC / NBEMS.
• Priority–II: Foreign students sponsored by Government of India, on approval of MHA / MEA, subject to conditions laid down by the Government of India.
• Priority–III: Medical Officers sponsored by AFMS / other State or Government of India Organizations. Sponsorship certificate mentioning the subject is mandatory for consideration in counseling.
• Priority–IV: Ex-SSC AMC Officers released from service after completion of contractual service and within three years after their release. The date of release should not be before 31.12.2022 or after the date of CAPFs counseling for NEET-PG 2025 session.
  
  
  1. SSC officers in their last year of initial contractual service and likely to complete service before the date of admission may appear under this category.
  2. SSC officers in extended contractual service may apply subject to having submitted their release application and permission of DGAFMS.
  3. SSC officers still in service who will attain Ex-SSC status prior to admission and are unwilling for extension shall register as Priority-IV candidates.
  4. In all cases, NOC from DGAFMS is mandatory. Documentary proof of attaining Ex-SSC status must be produced at the time of admission.
  5. Officers (Ex-SSC) who have been dismissed /removed from service are NOT eligible under this category. Such officers are also not eligible as Priority-V candidates.
• Priority–V: Civilian candidates willing to serve in CAPFs, subject to fulfillment of eligibility criteria. Offering PG seats to civilians is solely to meet specialist requirements of CAPFs Medical Services.
  
  Civilian candidates must submit a bond agreement as prescribed by Government of India and be medically fit as per CAPFs recruitment standards. Officers dismissed or removed from service are not eligible even under Priority-V.

17. All candidates desirous of admission must have appeared in NEET-PG 2025 and secured the minimum qualifying score as prescribed by MCC. Only candidates registered on DGHS/MCC portal with valid documents shall be eligible for CAPFs counseling.
18. The actual number of courses and seats available shall be subject to vacancies after fulfilling CAPFs training requirements, availability of resources, and Government / NBEMS / NMC / University regulations. Seats for non-service candidates shall be displayed on the website before counseling. Some subjects may have no seats available due to higher priority allotment.

AGE CRITERIA

19. The age criteria are as mentioned below:

• (a) Maximum permissible age shall be less than 45 years as on 31st December 2025 (i.e. date of birth should be on or after 01 January 1981) to fulfill the service liability as mentioned herein.
• (b) A doctor who fails to complete the course successfully before crossing 50 years of age as on 31st December 2030 shall be liable to pay the cost of training at the rate of Rs. 36,551/- (Rupees Thirty Six Thousand Five Hundred and Fifty One only) per week to the Government of India.
• (c) Civilian candidates must be willing to serve the CAPFs Medical Services for a period of 05 years, subject to fulfillment of other eligibility criteria. Such candidates shall execute a bond agreement as per Appendix ‘B’ at the time of admission to pay a sum of Rs. 53,00,000/- (Rupees Fifty Three Lacs only) to the Government of India in case they are unwilling to join CAPFs as Combatised Specialists on completion of the course.
• (d) Civilian candidates (Priority–V) shall undergo medical examination by a duly constituted Medical Board at the time of admission to assess their fitness for commissioning as per laid down standards and shall be admitted only if found MEDICALLY FIT.

OTHER ELIGIBILITY CRITERIA

20. The following eligibility criteria shall be applicable:

• (a) Admission to postgraduate medical courses at CAPFs institutions, subject to the priorities laid down in the Prospectus, is open to graduates of medical colleges recognized by the National Medical Commission (NMC) and registered as Registered Medical Practitioners with any State Medical Council recognized by NMC. Candidates should have passed the final MBBS examination in not more than two attempts. Students who have completed internship on or before 31st July 2025 as notified by NBEMS in the Information Bulletin are eligible to apply. However, the Provisional Registration Certificate / Permanent Registration Certificate must be available at the time of admission.
• (b) The candidate must be a citizen of India, except for Priority–II candidates.
• (c) Foreign students sponsored by the Government of India and approved by the ADG (MED) / DG, CAPFs must have passed their MBBS or equivalent examination and also qualified NEET-PG 2025.
• (d) A candidate shall not be eligible if he or she has cancelled admission or failed to report for admission in the past, resulting in lapse of a seat.
• (e) A candidate who is already pursuing any postgraduate course shall not be eligible for admission to another PG course.
• (f) The number of candidates to be admitted in any discipline during the academic session 2025–2028 shall be determined by the number of postgraduate teachers available, student–teacher ratio, and other criteria laid down by the Board of Governors in supersession of NMC from time to time. The exact number of seats available under each priority shall be displayed before commencement of counseling for that particular priority.
• (g) Any Priority–III candidate leaving the seat after allotment on conclusion of counseling must submit an application duly signed by the competent authority delegated by the sponsoring organization. Requests without recommendation of the sponsoring authority shall not be accepted.
• (h) Liabilities for any candidate leaving the seat after allotment on conclusion of counseling shall be as per MCC policy. Candidates leaving a seat mid-session after commencement of the course shall not be eligible to participate in CAPFs counseling in the subsequent session and shall be liable to pay charges as executed in the bond.

METHODOLOGY FOR APPLYING

21. The following methodology will be adopted by candidates:

• (a) All candidates seeking admission to the institutions of the Central Armed Police Forces (CAPFs) must mandatorily appear in NEET-PG 2025.
• (b) All candidates must register and opt for CAPFs on the Medical Counselling Committee (MCC) website www.mcc.nic.in to be eligible for CAPFs PG counselling.
• (c) A printed copy of the MCC registration slip / registration details page must be safely retained by the candidate and produced at the time of physical counselling.
• (d) Priority-wise merit lists of candidates who have successfully registered on the DGHS/MCC website and secured at least the 50th percentile marks in NEET-PG 2025 shall be displayed on the website. Only such candidates shall be provisionally eligible to participate in CAPFs PG counselling. Counselling schedules shall be published separately on the website.
• (e) A mop-up round of counselling may be conducted for seats remaining vacant after the first round of counselling. Candidates desirous of participating in the mop-up round must register afresh on the DGHS/MCC website to be eligible.
• (f) The following certificates must be produced in original by selected candidates at the institution on the day of admission:

1. Six (06) passport-size photographs.
2. Copy of NEET-PG 2025 Admit Card and printed copy of MCC registration slip.
3. NEET-PG 2025 Rank Card issued by NBEMS.
4. Class X / SSLC / ICSE Certificate as proof of date of birth.
5. Nationality Certificate / Passport copy / Domicile Certificate / Birth Certificate (as applicable).
6. First to Final year MBBS Mark Sheets.
7. MBBS Pass Certificate / Degree Certificate.
8. Internship Completion Certificate.
9. Permanent / Provisional State Medical Council Registration Certificate.
10. Attempt Certificate (Final MBBS must be cleared in not more than two attempts).
11. Transfer Certificate / Migration Certificate.
12. Educational Gap Affidavit, if applicable.
13. CAPFs PG Counselling Allotment Letter.
14. Priority-III candidates (AFMS / State / Govt. of India Organizations) must submit subject-specific Sponsorship Certificate (Appx ‘A’) duly signed by competent authority. Original certificate must be deposited at the time of counselling.
15. Priority-IV candidates (Ex-SSC AMC Officers) must produce original Release Order issued by DGAFMS / concerned Medical Directorate and Movement Order from the last unit. SSC officers in extended contractual service must additionally submit NOC from DGAFMS.
16. Declaration by the candidate as per Appx ‘B’.

Applicants without the above documents will be summarily rejected.
Admission of any candidate found to be willfully giving wrong information will be summarily rejected during any stage of the admission process by the ADG (Medical) of the institution where a seat has been allotted finally. The decision of the ADG (Medical) will be final

METHOD OF SELECTION

22. The following method shall be adopted:

• (a) Entrance Examination: All candidates desirous of joining the CAPFs institutions must have mandatorily appeared in NEET-PG 2025 and registered for CAPFs PG Counselling on the DGHS website www.mcc.nic.in.
• (b) Merit List: A priority-wise merit list shall be prepared after receipt of the list of registered candidates from DGHS and shall be uploaded on the CAPFs website (https://www.itbpolice.nic.in) prior to the commencement of CAPFs counselling. Candidates are advised to regularly visit the official websites for updates and notices.

Note: Merit of candidates who have not registered for CAPFs PG counselling on the DGHS website www.mcc.nic.in shall not be declared and no correspondence in this regard shall be entertained at any stage. There is no provision for correction of any information by CAPFs once the details are submitted on the MCC website at the time of registration.

COUNSELING SESSION

23. Counseling for allocation of subjects will be held as described below:

• (a) Priority-wise online counseling will be conducted based on candidates’ merit-cum-choice, except for Priority-I (P-I) candidates, whose counseling shall be conducted physically.
• (b) The seat matrix shall be displayed at the time of counseling.
• (c) Counseling for Priority-I candidates shall be conducted first. Only those seats which remain vacant after allotment to serving officers and foreign sponsored candidates shall be made available to other priorities. Seats shall be allotted strictly in the order of priority and merit.
• (d) Candidates are advised to regularly visit the official CAPFs website https://www.itbpolice.nic.in for updates regarding counseling schedules.
• (e) Determination of eligibility shall be the sole responsibility of the candidate as per the criteria mentioned in the Information Bulletin. Candidates must ensure their eligibility for Priority / Institution / Subject before participating in the counseling process.
• (f) Candidates issued an admission letter must produce all original certificates for verification, as applicable. Failure to produce original documents at the time of admission shall render the candidate ineligible for admission, irrespective of merit.

ADMISSION PROCEDURE

24. Admission procedure shall be as follows:

• (a) Admission to PG courses at CAPFs institutions is provisional and subject to confirmation / ratification by the Office of ADG (MED) / DG CAPFs and NBEMS / NMC. Selected candidates may be required to submit additional documents / certificates as per the specific requirements of the Institute. Candidates should ascertain such requirements from the Director (Nodal Officer – NBEMS), Referral Hospital, Greater Noida, ITBP Force .
• (b) The decision of ADG (MED), CAPFs, NSG & ARs of the Institute regarding admission of candidates shall be final and binding.
• (c) All candidates are advised to preserve their NEET-PG 2025 Admit Card and NEET-PG Rank Card until completion of seat allotment and admission to the institution.
• (d) Medical Examination of Civilian (Priority V) Candidates: This is a mandatory requirement for all civilian (Priority V) candidates. The medical standards required for civilian candidates are those applicable for selection as Combatised Specialists officers in Central Armed Police Forces (Medical Services). Admission to PG courses shall only be given to those civilian doctors who are found medically fit for Combatised Specialists officers in Central Armed Police Forces (Medical Services) by a designated Medical Board as per laid down medical standards. The candidates who are found medically unfit by the Medical Board will not be admitted to any of the CAPFs Institution. There is a provision of appeal / review for any candidate who has been found to be medically unfit by a Board of Medical Officers. If the candidate wishes to appeal, he / she should apply to the ADG (Medical), CAPFs, NSG & ARs on the same day of being declared medically unfit. Review Medical Board will be conducted wherein the decision of the Review Medical Board will be final. There is NO provision for medical examination / board of any other nature after a candidate has been declared unfit by the Review Medical Board. There is no provision for declaring a candidate temporary unfit. Candidates finally declared unfit, will not be considered for admission. No seat will be kept pending on account of the candidate wishing to undergo treatment (Medical / Surgical) for a disease / disability for which he/she is made unfit.

BOND AGREEMENT

25. All civilian candidates are offered remaining seats in CAPFs institution with the sole objective to fulfill any service requirements of specialist doctors. Therefore, all civilian candidates, if selected, are required to execute a bond agreement to serve as Combatised Specialist Officers for 5 years with the CAPFs or pay an amount as sanctioned by the Govt. of India at the time of admission in case they are unwilling to join CAPFs when offered. All Civilian students joining CAPFs institutions for Postgraduate course (Broad specialty) from the session commencing will have to execute a Bond of Rs. 53 Lakhs (Rupees Fifty three lakhs), the value of which will be increased every year by Rs. 1.5 Lakhs (Rupees One Lakh Fifty Thousand) to a maximum of Rs. 60.5 Lakhs. The bond value will remain at Rs. 60.5 Lakhs (Rupees Sixty Lakhs Fifty Thousand) till such revision takes place. (Authority: Govt. of India, Ministry of Home Affairs). The format of the Surety Bond may be amended from time-to-time as per the Govt. regulations and all affected civilian PG students will be required to furnish fresh 9 bond to the institution where candidate takes admission, if so required. The bond is to be executed on a Rs.500/- non judicial stamp paper and registered/notarized with office of sub registrar and submitted on the day of admission. Expenses in connection with registration of Bond Agreement are to be borne by the respective candidate

DISCIPLINE

26. Postgraduate students are expected to maintain discipline and conduct themselves in a befitting manner as detailed below:

• (a) Any candidate found obstructing, influencing, or attempting to influence the counseling or admission process through unlawful means or by creating nuisance shall be liable for disqualification. Canvassing directly or indirectly for allotment of a seat shall lead to disqualification. Influencing staff by unfair means shall result in cancellation of seat allotment and disqualification from counseling in subsequent years. The decision of the authorities in this regard shall be final and binding.
• (b) All candidates selected for admission shall be governed by the disciplinary rules of the Institution and the Government of India.
• (c) Postgraduate students shall not indulge in ragging. In the event of any incident of ragging, the accused student shall be given an opportunity to explain. If the explanation is found unsatisfactory, the student shall be expelled from the institution. All students are required to submit an annual undertaking confirming their understanding of anti-ragging regulations and acceptance of disciplinary action if found guilty.

LEGAL JURISDICTION

27. Disputes, if any, regarding any matter referred to herein shall be subjected to arbitration, which will be decided by the ADG (MED) / DG CAPFs. The fees for arbitration shall be shared equally by both parties.

GENERAL

28. The following aspects will be applicable:-

• (a) Stipend: Selected candidates under Priority IV and V shall be paid stipend as per applicable NBEMS/NMC guidelines issued from time to time.
• (b) Accommodation: Accommodation will be provided to candidates subject to availability.
• (c) Security Deposit: All selected candidates joining the course at CAPFs institutions (except serving officers) shall deposit Rs. 10,000/- (Rupees Ten Thousand only) as a security deposit via DD in favor of ADG (Medical) of the CAPFs institution where the seat is accepted. This deposit shall be refundable after completion of the course.
• (d) Non-Completion of Degree / Diploma: Once registered, candidates are expected to complete the postgraduate course as per NBEMS/NMC regulations. Candidates shall submit an undertaking accordingly. Any candidate leaving mid-session or before completion shall pay the requisite penalty or bond money as decided by the ADG (Med) / DG CAPFs.
• (e) Discipline: All candidates are expected to be well-turned-out, polite, courteous, disciplined, and sincere. Breaches of discipline may lead to premature termination of the course. Registration is valid only if the Director (Nodal Officer-NBEMS), Head of Department, and ADG (Medical) are satisfied with the student’s regularity, diligence, and conduct. The ADG (Medical), in consultation with the Director and Head of Department, may recommend removal or withdrawal of registration for irregularity or misconduct.
• (f) Fee Structure: Candidates shall follow the fee structure as laid down by NBEMS/NMC or applicable Government of India regulations. Fees are non-refundable once admission is completed.
• (g) Amendments: Rules and procedures for admission may be amended by the Government of India / NBEMS / NMC / ADG (Medical) / DG CAPFs from time to time. Candidates are required to abide by such rules, regulations, and policies.
